Across the country, states are increasingly adopting master contracts and pre-qualified vendor pools to help agencies access trusted expertise faster. Instead of spending months, or sometimes more than a year, developing and evaluating a full Request for Proposal (RFP), agencies can leverage existing contract vehicles to engage vendors that have already undergone rigorous review for qualifications, pricing, and compliance. Caltrans

Using California’s CMAS cooperative purchasing vehicle, Caltrans was able to engage GovWebworks quickly for the modernization of its Rebuilding California website without the delays of a traditional procurement process. Through this streamlined contract, GovWebworks conducted user research, accessibility and content audits, information architecture planning, and a complete visual redesign to better communicate the impact of California’s $54 billion transportation investment program. Multnomah County Sheriff’s Office

The GSA Schedule provides agencies with access to pre-negotiated pricing and thoroughly vetted vendors, helping reduce procurement timelines while minimizing risk. Through this streamlined acquisition process, the Multnomah County Sheriff’s Office was able to engage GovWebworks to modernize both its public website and internal intranet. The resulting Drupal platform improved accessibility, mobile responsiveness, security, and content management, enabling the agency to communicate more effectively with both the public and internal staff while maintaining compliance with public-sector standards.

Florida Turnpike Enterprise

For Florida Turnpike Enterprise, access to an established procurement vehicle meant the agency could quickly engage specialized UX and digital modernization expertise for one of the state’s most visible customer-facing services. Rather than spending valuable time navigating a lengthy procurement cycle, the team moved directly into discovery, user research, and experience design. GovWebworks conducted extensive stakeholder interviews, customer research, card sorting, and usability testing to create a comprehensive roadmap for modernizing the SunPass customer experience. The result was a validated design system, updated information architecture, and phased implementation strategy that positioned Florida SunPass for long-term success and continuous improvement.

Iowa Department of Management (DoIT)

Iowa Department of Education (CACFP Shopper)

Through Iowa’s DoIT IT Master Agreement, the Iowa Department of Education was able to quickly engage GovWebworks to develop a mobile solution that helps childcare providers navigate complex USDA nutrition requirements. Using the streamlined, SOW-based procurement vehicle, GovWebworks designed and built the CACFP Shopper mobile app, enabling providers to evaluate food purchases in real time using USDA-approved calculations and guidance. The resulting cross-platform application improves purchasing accuracy, reduces compliance errors, supports healthier meal planning, and demonstrates how DoIT helps Iowa agencies rapidly deliver innovative digital tools that improve public services and program outcomes.

Minnesota (MNSITE)

Minnesota Office of Higher Education (OHE)

Through Minnesota’s SITE Master Contract, OHE was able to quickly procure GovWebworks for a large-scale modernization project focused on helping students, parents, and educators navigate higher education options. Leveraging the contract’s streamlined access to expertise in business analysis, UX design, enterprise architecture, and application development, GovWebworks designed and built the Drupal-based MyHigherEd portal, integrating Microsoft Dynamics and advanced search, comparison, and personalization tools. The resulting ADA-, Section 508-, and Minnesota accessibility-compliant platform provides a one-stop resource for exploring colleges, financial aid, career outcomes, and enrollment planning, while giving OHE a scalable, data-driven solution that improves citizen engagement and supports ongoing digital innovation.

Missouri (ITSD)

The State of Missouri’s Drupal Web Development Services contract provides agencies with streamlined access to full-service Drupal expertise for website redesigns, migrations, modernization, and ongoing support. Through this vehicle, GovWebworks has partnered with the Missouri agencies below, as well as the Departments of Conservation, Health and Senior Services, and Social Services through the Information Technology Services Division (ITSD). Missouri also has a deliverable-focused contract that allows agencies to procure project management, software development, systems integration, and QA services for targeted modernization and technology initiatives.

Missouri Department of Commerce and Insurance (DCI)

Missouri’s Drupal master contract enabled DCI to move quickly from procurement to execution when it needed to modernize its web presence and migrate to the latest version of Drupal. Rather than spending months issuing and evaluating an RFP, the agency was able to leverage a pre-qualified partner with proven state government experience. The result was the successful launch of five interconnected websites, supporting more than 7,000 pages and assets, completed on time and within budget. By reducing procurement friction, the contract allowed the agency to focus on improving constituent services, accessibility, and operational efficiency.

Missouri Department of Transportation (MoDOT)

Because GovWebworks was already a qualified vendor under Missouri’s Office of Administration IT Services contract, MoDOT was able to engage an experienced Drupal and public-sector partner without the delays and administrative burden of a lengthy procurement process. That allowed the agency to focus immediately on solving business challenges rather than evaluating vendors. Working through the existing contract vehicle, we modernized MoDOT’s aging website, delivering a mobile-responsive, WCAG/508-compliant Drupal platform with advanced search, GIS integrations, a statewide alert system, and flexible content management tools. More than 50 staff members can now easily maintain content, while travelers and stakeholders benefit from a more accessible and user-friendly experience.

Washington Public Disclosure Commission (PDC)

Projects procured through Washington Department of State Enterprise Services allow agencies to bypass much of the administrative overhead associated with traditional procurements. For the Washington Public Disclosure Commission, this meant focusing resources on improving public transparency rather than navigating lengthy contracting processes. GovWebworks delivered a modern Drupal-based citizen portal featuring improved information architecture, advanced search, and streamlined access to campaign finance and lobbying information. The result was an ADA- and Section 508–compliant platform that significantly improved public access to critical government data while empowering staff to manage content more effectively.
