Collaboration in Colorado

Highlighting our work in the Centennial State

Colorado’s state agencies are tackling some of today’s most complex challenges—from protecting natural resources and improving public safety to modernizing government data systems. GovWebworks is proud to support this work through long-term partnerships across the state, helping teams deliver services that are more accessible, efficient, and user-centered.

Our Colorado clients span diverse missions, yet share a common need for reliable, modern digital solutions that meet the expectations of the communities they serve.

In this spotlight, we highlight several collaborations that demonstrate how thoughtful design, robust engineering, and domain expertise can strengthen public services. From building a statewide fisheries tracking system for Colorado Parks and Wildlife, to modernizing clean-energy data tools at Colorado State University, to redesigning the Colorado Judicial Branch’s public website and intranet, our work reflects a shared commitment to accessibility, usability, and long-term sustainability. We also showcase the award-winning avalanche safety portal created with the Colorado Avalanche Information Center and a secure grant management system supporting the Colorado Judicial Department.

Together, these projects illustrate the breadth of Colorado’s innovation—and the technology partnerships helping to move it forward.

Below are more details on our clients in the State of Colorado.

Colorado Parks and Wildlife: Fisheries tracking application

Colorado fish swimming in water

Partnering with Colorado Parks and Wildlife (CPW), a division of Colorado Department of Natural Resources, GovWebworks has developed a custom, cloud-based solution for tracking and managing fish production. The app monitors stocking, transfers, salvaging, and diagnostic operations across Colorado’s hatchery and aquatic research facilities. A tailored SaaS-style platform, it supports seamless statewide data sharing and coordination, with an intuitive, user-friendly interface designed to meet CPW’s specific needs. The high-performance web application features modern conveniences like in-field editing, type-ahead lookups, and compatibility across desktop and mobile devices.

Center for the New Energy Economy: Technology stack modernization

GovWebworks collaborated with Center for the New Energy Economy (CNEE) at Colorado State University to revamp the Advanced Energy Legislation (AEL) Tracker and State Policy Opportunity Tracker (SPOT), key data tools supporting clean energy policy. These tools faced challenges with outdated technology, poor mobile responsiveness, difficult navigation, and a need for refreshed branding. GovWebworks addressed these issues by modernizing the technology stack for better scalability, security, and performance, and enhancing usability and accessibility with mobile-friendly, intuitive navigation, and improved data visualization. The redesign improved search functions, made legislative data more transparent, and created an interface that aligns with CNEE’s branding. Now, users experience an efficient, inclusive, and informative platform that fosters trust and supports CNEE’s mission to advance the clean energy economy.

Colorado Judicial Branch: Drupal redesign

Colorado Courts on a mobile device

The Colorado Judicial Branch (CJB) faced challenges with outdated technology and poor usability on its public website and intranet, resulting in confusing navigation, conflicting content, and accessibility issues. GovWebworks was selected to redesign and rebuild the website with a focus on user-centered design, accessibility, and mobile-friendliness. The project began with user research, focus groups, and stakeholder interviews to improve the site’s architecture, navigation, and content strategy. Using an agile Scrum process, the team implemented a robust Drupal CMS aligned with WCAG 2.1 AA standards. The redesigned site now offers an accessible, mobile-friendly platform with modern design, improved navigation, and a streamlined content strategy, meeting the needs of the public, legal professionals, and court administrators while ensuring sustainability and ease of maintenance.

Colorado Avalanche Information Center: Public safety information portal

To enhance public safety in avalanche-prone Colorado, the Colorado Avalanche Information Center (CAIC) partnered with GovWebworks to modernize its site, making avalanche data accessible and user-friendly. CAIC needed an updated CMS and improved data presentation to better inform and protect users. GovWebworks implemented a Drupal CMS with a custom, mobile-friendly interface that integrates the AvIDfx database, providing real-time avalanche forecasts. The site’s focal map allows users to interact with color-coded polygons and sliding information trays that display avalanche risk levels, with accessibility features like semantic markup, alt text, and focus states for assistive technologies. The site not only enhances public safety but also won W3 and Web Excellence Awards in 2023.

Colorado Judicial Department: Security grant management system

Colorado courthouse

The Colorado Judicial Department (CJD) sought a solution to streamline the distribution of state funds for courthouse security improvements, issuing an RFP to evaluate both commercial and custom solutions. After being selected for our domain expertise and understanding of project requirements, GovWebworks developed a grant management system using Spring and Hibernate Java frameworks, along with IceFaces and MyFaces UI elements, within the Department’s IBM Websphere environment. The resulting web application simplified grant applications, reviews, approvals, and fund disbursements. Following its success, a Phase II was completed to add features and integrate legacy systems, further strengthening the client relationship.
