Missouri Department of Transportation: Consolidation and modernization

The Missouri Department of Transportation (MoDOT) faced significant challenges with its aging website, which was built on outdated technology that was cumbersome for both staff and visitors. The site lacked mobile responsiveness, failed to fully comply with accessibility standards, and was difficult for content creators to update and maintain. To address these issues, MoDOT engaged GovWebworks (GWW) to rebuild the site using a robust Drupal-based content management system. GWW conducted an extensive discovery process to understand the needs of a diverse range of stakeholders—including travelers, contractors, internal staff, and others—and used this research to design a modern, accessible site.

The result is a streamlined, user-focused site architecture that supported over 30 page formats via just two highly flexible content types, making it far simpler for staff to maintain. The new MoDOT website is fully mobile responsive, WCAG/508 compliant, and built with a custom page builder and element managers that enable more than 50 staff members and administrators to easily create and update content. Its innovative features include a flexible, custom permission system for departmental autonomy, enriched faceted search with Solr, GIS-driven data integrations, and a statewide alert system for targeted notifications. The site’s design emphasizes accessibility, efficiency, and consistency, making it a valuable resource for both staff and the public. Ultimately, the project positioned MoDOT to better serve its stakeholders with improved transportation information and a site that can evolve to meet future needs.

Missouri Department of Commerce and Insurance: Drupal partner

The Missouri Department of Commerce and Insurance (DCI) needed to overhaul its outdated web presence to better serve stakeholders and support its regulatory role across industries like insurance, banking, credit, and utilities. In 2023, DCI decided to migrate its site to the latest version of Drupal, aligning with state standards. The project required simplifying site management, standardizing design patterns, and creating a modern user experience. The approach included thorough stakeholder interviews, user testing, and a complete rework of the site’s information architecture, page templates, and navigation. The team also developed standardized design patterns, robust data structures, and custom APIs to enable access to internal data and support seamless site navigation.

The result is the successful launch of five distinct but interlinked websites, built with a component-driven design that allows staff to build pages and manage over 7,000 pages and assets more efficiently. The site included a state search appliance, custom APIs, standardized workflows, and public-facing forms, making it both user-friendly and highly maintainable. Completed in just ten months, on time and within budget, the new site now provides a streamlined, accessible experience for DCI staff and the public alike.

Missouri Department of Conservation: Site redesign & ongoing enhancement

The Missouri Department of Conservation (MDC) selected GovWebworks via public RFP to provide ongoing website redevelopment and user experience enhancements for their Drupal-based platform. GovWebworks began with projects including GIS mapping integration and the development of a 508 Accessibility Task Management portal to ensure compliance with WCAG standards. Additionally, a chatbot pilot was introduced to explore AI-driven conversational interfaces.

MDC then partnered with GovWebworks to consolidate three separate primary public facing sites into their main Drupal platform and public site to improve content management, user experience, and technical updates for their 5.5 million annual visitors. GovWebworks implemented a component-based redesign, allowing administrators to build pages using reusable content blocks and a flexible Page Builder system. A Solr-based search with faceted filtering was also added to improve navigation across the 17,500-page site. The result is a more cohesive, user-friendly platform with streamlined functionality, better content discoverability, and a seamless experience for users. In 2019, GovWebworks implemented an upgrade to the Drupal platform for the new MDC redesign.

Missouri Department of Conservation: Teacher & research portal development

The Missouri Department of Conservation (MDC) needed to modernize its online resources for educators and researchers, focusing on its Teacher Portal and Research Portal. Under a pre-qualified contract, GovWebworks (GWW) was engaged to build these portals on a Drupal 10 base theme. The Teacher Portal serves Missouri educators by offering access to curriculum guides, student materials, hunter education resources, archery program information, and grant opportunities, while the Research Portal provides access to studies and data on wildlife conservation, including species monitoring and the impacts of agricultural chemicals. GWW developed a reusable base theme aligned with the main MDC site for consistency, migrated existing content, configured new data management automations, and created user-friendly staff dashboards and registration tools.

The result is a seamless, user-friendly experience across MDC’s online platforms, making it easier for staff, teachers, and researchers to access and manage vital information. New workshop creation and registration tools improved efficiency, and updated data automations ensured accurate information across both portals. The collaborative approach between GWW and MDC teams kept the project on track, delivering upgraded platforms that support MDC’s conservation mission while providing a polished, integrated experience for staff and site visitors alike.
