California Department of Motor Vehicles: Digital transformation

To support its large-scale modernization, the California DMV partnered with GovWebworks to adopt an Agile software development approach that could better handle evolving requirements and reduce the risks of traditional “big bang” delivery. Recognizing the need for incremental change, DMV leadership engaged GovWebworks to provide expert Agile coaching, training, and mentoring to guide the shift from Waterfall to Agile practices. GovWebworks implemented a comprehensive strategy that included skills audits, organizational restructuring, and in-depth training on Agile and Scrum principles, DevOps practices, and team roles. Ongoing mentoring reinforced day-to-day adoption of Agile tools and ceremonies like stand-ups, sprint planning, and backlog grooming. As a result, the DMV gained the flexibility to adapt to changing priorities and laid the foundation for successful delivery of their multi-year modernization efforts.

COLORADO

Colorado Avalanche Information Center: Public safety information portal

To modernize its outdated site and improve public access to avalanche safety information, the Colorado Avalanche Information Center (CAIC) partnered with GovWebworks to adopt an Agile, user-centered approach. Through iterative collaboration with CAIC and third-party vendors, GovWebworks implemented a flexible Drupal CMS integrated with a PostgreSQL database, emphasizing accessibility, mobile responsiveness, and intuitive data visualization. Features such as an interactive forecast map, layered information trays, and assistive technology enhancements were continuously tested and refined to meet user needs. The resulting site delivers critical safety data in a clear, accessible format, fulfilling CAIC’s mission to protect lives and property. It not only improves public access to life-saving data but earned multiple design awards in 2023, reflecting the effectiveness of Agile collaboration and user-focused design.

Idaho Department of Health and Welfare: idalink

Our first Agile client in 2012, the Idaho Department of Health and Welfare (IDHW) partnered with GovWebworks to streamline and modernize benefits eligibility through the development of the Idalink web portal. Faced with outdated, fragmented systems and redundant processes, the team applied iterative development to build a user-friendly application that integrated with IDHW’s eligibility engine and aligned with their open-source technology preferences. Agile practices enabled ongoing collaboration, rapid feedback, and continuous improvement, resulting in a portal that simplifies the re-evaluation process, reduces staff burden, and delivers a smoother experience for users seeking benefits.

Maine Department of Labor: Work Source Maine Virtual CareerCenter

To expand access to workforce services for rural and underserved Mainers, the Maine Department of Labor partnered with GovWebworks to develop the Work Source Maine Virtual CareerCenter. Consulting on an Agile approach, the team implemented the customizable, Drupal-based CiviServ platform, iteratively refining features through user research, stakeholder engagement, and testing. The Agile framework allowed for continuous feedback and adaptation, resulting in a triage tool that guides users through personalized pathways, as well as integrated job and service search tools using geolocation. Delivered on time and within budget, the platform now serves thousands of users, offering self-service career tools and access to virtual job fairs. A second Agile-driven phase, focused on a statewide training catalog with a healthcare emphasis, is in development in 2025.

MINNESOTA

Minnesota Department of Employment and Economic Development: CareerForce portal

To meet the evolving workforce needs of Minnesotans, the Minnesota Department of Employment and Economic Development (DEED) partnered with GovWebworks (GWW) to develop a unified employment services platform, funded by a $6 million federal grant. Based on an Agile Scrum methodology, GWW collaborated closely with DEED during discovery to iteratively define business requirements and align them with a pre-existing SaaS-style Drupal platform, accelerating feature development. Agile sprints enabled parallel technical and functional progress, ensuring early and continuous delivery of working software. The resulting CareerForceMN platform, launched in 2018, provides dynamic, user-personalized access to employment and training resources via robust API integrations with state and federal systems. Ongoing agile enhancements—including expanded labor market integrations, IAM, interactive tools, and an AI chatbot—continue to evolve the platform in response to user needs and changing economic conditions.

MISSOURI

Missouri Department of Conservation: Redesign and ongoing enhancement

To modernize its digital presence and streamline content management, the Missouri Department of Conservation (MDC) partnered with GovWebworks using an Agile approach to re-platform and redesign its website. The project involved consolidating three standalone sites into one unified Drupal platform to improve operational efficiency and content discoverability. Through a collaborative and iterative discovery process, GovWebworks’ Agile team identified user needs and delivered a component-based design system that empowered MDC’s content creators to build and update pages flexibly using a drag-and-drop Page Builder. Agile methods enabled continuous refinement of user experience, accessibility, and mobile responsiveness. The result was a scalable, maintainable site structure enhanced by a Solr-based faceted search, ensuring MDC’s 17,500 pages of conservation content are easy for the public to access and explore.

Missouri Department of Transportation: Consolidation and modernization

To modernize its outdated and difficult-to-manage website, the Missouri Department of Transportation (MoDOT) partnered with GovWebworks (GWW) for a complete site rebuild using Agile principles. GWW began with an in-depth discovery phase, engaging diverse internal and external stakeholders to identify user needs and define project scope, architecture, and wireframes. This iterative, user-centered approach allowed the team to deliver on time and on budget while continuously refining requirements. Agile methods supported the development of a streamlined content model with just two flexible content types and a custom page builder, enabling over 50 content managers to independently create and update information without developer assistance. The final Drupal-based site is fully mobile responsive, WCAG/508 compliant, and includes advanced search, API-driven data integration, and a reusable fractal component library—making future enhancements faster and more consistent.
