GovWebworks has partnered with workforce agencies across multiple states to deliver digital platforms that expand access to employment and training services.
Since 2017, we’ve been developing scalable, user-centered digital platforms that expand access to workforce services, improve case management, and support employment outcomes for state agencies across the U.S.
We launched the Work Source Maine Virtual CareerCenter to connect rural job seekers with online tools and resources using our customizable CiviServ platform built on scalable Drupal architecture. In Minnesota, we also used CiviServ to develop the CareerForceMN portal and CareerForce Assistant chatbot—both designed to guide users to relevant job opportunities and services through intuitive, personalized interfaces. In Idaho, we created the Employment and Training System (ETS) to help SNAP and TAFI recipients track progress toward employment, with features that improve case management and support future reimbursement tools.

Idaho Department of Health and Welfare: Employment and Training System
The Idaho Department of Health and Welfare partnered with GovWebworks to develop the Employment and Training System (ETS), a platform designed to connect SNAP recipients with counselors and service providers while tracking progress toward employment and self-sufficiency. The system, built with a Java Spring Boot backend and Angular 5 frontend, enables case management through tiered service sorting, outcome tracking, and detailed participant records. It differentiates between TAFI and SNAP users to ensure proper program alignment. The intuitive UX improves data accuracy, and future enhancements will introduce reimbursement vouchers for work-related expenses, enhancing efficiency and maximizing federal funding for the state.

Maine Department of Labor: Work Source Maine Virtual CareerCenter
To expand access to workforce services for rural and underserved Mainers, the Maine Department of Labor partnered with GovWebworks to create the Work Source Maine Virtual CareerCenter. Using GovWebworks’ CiviServ platform, a customizable Drupal-based solution, the project delivered a scalable, user-friendly online portal offering job searches, career tools, resume support, and community resources. A standout feature is a guided triage system that tailors services based on user responses, supported by geolocation tools. Launched on time and on budget, the site now serves thousands, with a second phase underway to build a statewide training catalog focused on high-need sectors like healthcare.

Minnesota Department of Employment and Economic Development: CareerForce portal
In response to a statewide need for a centralized employment and workforce services portal, the Minnesota Department of Employment and Economic Development (DEED) partnered with GovWebworks to develop CareerForceMN. Leveraging a proprietary Drupal-based SaaS platform, the project accelerated development through reusable components, scalable architecture, and configurable features tailored to DEED’s unique service model. The platform integrates diverse data sources and dynamically personalizes content for job seekers, employers, and workforce professionals based on user profiles. Drupal’s flexible content types and taxonomy system enabled efficient structuring of resources, training tools, and support services, while agile development ensured iterative testing and refinement. Launched in late 2018, the Drupal-powered CareerForceMN site now provides Minnesotans with a modern, accessible, and user-centric portal to advance workforce engagement and economic opportunity.
Minnesota Department of Employment and Economic Development: CareerForce chatbot
GovWebworks partnered with the Minnesota Department of Employment and Economic Development (DEED) and Minnesota IT Services (MNIT) to design and implement the CareerForce Assistant chatbot—an online tool to help job seekers and employers navigate the CareerForce portal. Built on IBM Watson with button-based interactions for ease of use and accessibility, the chatbot guides users to job resources, training, events, and eligibility assessments for programs like Trade Adjustment Assistance. Designed to be easily managed by CareerForce staff without technical support, the chatbot enhances access to employment services, helping DEED meet its mission of connecting job seekers with stable career opportunities and employers with talent.
